They invited Goku down because Goku and Cell were like broz you see and they were about to light up some joins but then like some drunk driver, Pikkon gets all up in Pimpin' Cell's grill and knocks him down and runs off like some hit and run criminal because he wasn't black enough to take Cell out at his full power. and that's why Cell was suppressed, as stated by Sir Brofist. As for the topic, I usually have him around SSJ Kid Gohan. Other than that though, Cell suppresses himself quite often, it's not absurd to assume he's suppressed there, especially since he's charging a RSSJ Goku.
